I recently acquired a kirby cannon as well. I am hoping to use it for the first time this weekend.

The extra valve it for the drill pump. you use the drill pump to pump the water out of the chamber ,when you do this the piston that pushes the meat gets pulled back to allow you to refill the chamber . Also the 3 valves allow you to prime the drill pump so it wont run dry and mess up the pump.
