I find that time is the best flour/bread improver - plenty of time kneeding, rising and proving makes for great bread. However, as I have said before, improvers certainly produce a speedier result.
I often use a locally ground flour from a watermill near me (granted, the 'bread'
wheat is not local). It has no additives other than the compulsory ones and makes great bread. ASDA 48p bread flour also produces perfectly good bread, with or without VitC - I've not bothered checking. I guess Oddley is correct, it's a loss leader. 13.7% protien in the Costco flour certainly sounds good. Sainsbury's 13.4% is 79p for 1.5kg so is a cheaper alternative.
